The son of George and Daisy Moore, Hugh Fitzgerald Moore emigrated to Canada with his family in 1907. A clerk living in Winnipeg, Moore enlisted in the Canadian Over-Seas Expeditionary Force on 3 July 1915. Posted to 22 Squadron on 16 Oct 1917, he scored six victories as a Brisfit observer in the first three months of 1918. During March and April of that year, he was sent to hospital and invalided back to England on 25 April 1918.
