The son of Edwin George and Ada Eldon, Horace George Eldon, of the London Regiment, was promoted to 2nd Lieutenant on 28 March 1917. On 14 August 1918, he was seconded for service with the Royal Air Force. With 88 Squadron in France, Eldon scored five victories as a Brisfit observer. He was transferred to the unemployed list on 14 November 1919. He emmigrated to New Zealand in 1958 and became a citizen of that country on 14 July 1961.
