The son of Joseph Emile and Louise Swalwell Lussier, Emile John Lussier was born and raised in Chicago, Illinois. In 1910 his father took a job building railroad stations across western Canada.When he enlisted in the Royal Flying Corps in 1917, Lussier was living in Medicine Hat, Alberta. A Sopwith Camel pilot, he received a second lieutenant's commission on 29 November 1917. He was posted to 73 Squadron in March 1918, becoming a flight commander in October 1918. After the war, he returned to the United States and took up farming in Westminster, Maryland. During World War II, he served with the Royal Canadian Air Force. |

During recent operations this officer has driven down out of control or destroyed seven enemy machines, and, with the aid of two other pilots, has accounted for a further two. Three of these he destroyed in one day. In these combats he has proved himself an officer of very high courage, eager to attack without regard to the enemy's superiority in numbers.
