The son of John Campbell and Jeanie (Hamilton) MacMillan, Norman MacMillan was educated at Allan Glen's School and the Royal Technical College. From 1914 to 1916 he served with the Glasgow Battalion of the Highland Light Infantry in Belgium and France until September 1916. He transferred to the Royal Flying Corps in 1916 and was a Flight Officer on 27 February 1917. On 28 March 1917, Captain MacMillan received Royal Aero Club Competitor's Certificate 7823. Post-war he was a well known test pilot in the United Kingdom and served with the Royal Air Force during World War II. He retired with the rank of Wing Commander in 1958.

   For conspicuous gallantry and devotion to duty. He has shot down in flames three enemy planes, and has driven down out of control six other machines. He has by his skill and courage afforded, a magnificent example to all ranks with whom he has come into contact.
