The son of Tom and Jane Hall, Robert Norwood Hall was a farmer from Natal. He joined the Natal Carabiniers in 1909, helped form the Natal Mounted Rifles in 1914, and was promoted to sergeant in April 1915. He then traveled to England and joined the Royal Field Artillery as a gunner. Serving with the 18th Reserve Battalion1, Hall was commissioned in August 1916 and seconded to the Royal Flying Corps in October 1916. In March 1917 he was posted to France with 40 Squadron. Flying Nieuport scouts, he scored five victories including three balloons. In August 1917 he was reassigned to 44 Home Defence Squadron and remained with this unit until February 1918. Hall left the Royal Air Force in 1920 and returned to South Africa.

For conspicuous gallantry and devotion to duty. He has shown consistent fearlessness and determination in attacking hostile aircraft at close range, destroying some and bringing others down out of control. On one occasion he attacked three enemy pilots, bringing two down in flames and leaving the third on fire. To accomplish this he crossed the lines at a height of twenty feet, his machine being severely damaged by machine-gun fire from the ground. His gallantry and skill have on all occasions been most noticeable.
