The son of Hartley and Emily Mary Pullan, Hartley Pullan scored five victories as an observer flying the D.H.4 with 25 Squadron in 1918. He was confirmed in the rank of temporary 2nd Lieutenant, Observer Officer, on 20 May 1918 and promoted to Lieutenant on 30 November 1918. He transferred to the unemployed list on 10 April 1919.

Listed as H. Pullen in Above the War Fronts and Hartly Pullan in the London Gazette.

"2nd Lieut. Hartly Pullan.
   This officer has taken part in numerous long-distance bombing raids and reconnaissances. His work; has been consistently good. On a recent occasion when on photographic reconnaissance he was attacked by three scouts; he shot one down and the other two dived away. A few minutes later he was again attacked, this time by five triplanes, one of which he shot down out of control."
