James Mitchell was the son of Ams and Edith Anne Mitchell, both natives of Todmorden. He was educated at Sedbergh School from 1905 to 1911 and was in the OTC at Sedbergh. He joined the Territorial Army on 29 March 1911. Serving with the Essex Regiment when the war began, he joined the Royal Flying Corps on 28 March 1916. He served with 28 Squadron from 14 July 1917 to 19 June 1918. Posted to Home Establishment on 4 July 1918, he was at 3 School of Aerial Fighting from 16 August to 20 January 1919. Mitchell was transferred to the Unemployed List on 2 February 1919.

Lt. (T./Capt.) James Mitchell, R.F.C., Spec. Res.
   For conspicuous gallantry and devotion to duty. When on patrol work, on four separate occasions, he has shot down five enemy planes, three of which were observed to burst into flames, one being a large three-seater. On two of these occasions his formation was attacked by superior formations of the enemy. His magnificent work has been marked by great dash and fearlessness.
