The son of Leonard and Katherine (Monteagle) Barlow, Leonard Monteagle Barlow's father was an engineer and technical advisor to the Ministry of Munitions. Following in his father's footsteps, Barlow studied electical engineering before he joined the Royal Flying Corps on his eighteenth birthday, 5 June 1916. After training at Oxford, 2nd Lieutenant Barlow received Royal Aero Club Aviator's Certificate 3426 on a Maurice Farman biplane at military school, Brooklands on 22 August 1916. He then served with a variety of squadrons before being posted to 56 Squadron on 8 February 1917. Barlow accompanied this unit to France on 4 April 1917. As an S.E.5 pilot, he was known for his resourcefulness. "The Gadget King" developed a method to fire his Vickers and Lewis machine guns simultaneously with a single trigger. On 25 September 1917, he attacked four German aircraft over the Houthulst Forest and shot down three of them in three minutes. By the time he was posted to the Home Establishment on 20 October 1917, he had downed 20 enemy aircraft. Posted to the School of Aerial Fighting, Ayr on 6 November 1917, Barlow was appointed Chief Instructor. On 23 January 1918, he transferred to the Aeroplane Experimental Station, Martlesham Heath as a Flight Commander. Four months before his twentieth birthday, Barlow was killed in a flying accident whilst testing a Sopwith Dolphin. Several months later, his medals and decorations were posthumously presented to his father in a special ceremony at Wellington Barracks, London on 28 September 1918.

   For conspicuous gallantry and devotion to duty when engaged in aerial combats. He has set a very fine example of courage and dash in attacking and destroying hostile machines. He also attacked and stopped a goods train, silenced a machine gun on an enemy aerodrome, and dispersed troops on the roads from a very low altitude.

   For conspicuous gallantry and devotion to duty in aerial combats over a considerable period, during the course of which he destroyed six enemy machines and drove down three out of control. He has taken part in over sixty offensive patrols, of which he led ten. His gallantry and skill have been most marked and consistent.

   For conspicuous gallantry and devotion to duty in aerial combats. In the course of a fortnight he destroyed several enemy machines; one occasion he attacked four enemy scouts and shot one down in flames, and two others, which were seen to crash. He showed the greatest gallantry, dash and skill.
