While serving with the 31st Battalion of the Canadian Expeditionary Force, Puffer was wounded in action at St. Eloi in May 1916. On 16 August 1917, he joined the Royal Flying Corps and was posted to 41 Squadron on 4 February 1918. Flying the S.E.5a, he scored seven victories in the summer of 1918. During World War II, he served with the Royal Canadian Air Force.
