The son of James Howard Conn, Kenneth Burns Conn enrolled in the University of Toronto in 1914. A lieutenant in 1916, he served with the 234th Battalion of the Canadian Expeditionary Force before he transferred to the Royal Flying Corps. Posted to 88 Squadron, he scored 20 victories flying the Bristol F.2b. Post-war he opened a tourism business but served as head of the Royal Canadian Air Force Historical Section during World War II. In 1945 he left the RCAF to return to his business.

   On 18th October, when raiding enemy troops in retreat, this officer descended to 300 feet and attacked three companies of infantry with machine-gun fire, inflicting casualties. So vigorous was his attack that the troops dispersed. Lt. Conn then attacked various other targets, displaying conspicuous skill and initiative.
