From the Saskatchewan Regiment, Lt. David Luther Burgess was seconded for duty with the Royal Flying Corps on 12 July 1917, with seniority from 31 May 1917. Posted to 25 Squadron as an observer, he scored 7 victories flying the D.H.4. Lt. Burgess relinquished his commission on 3 March 1919.

In 1926 David Luther Burgess, a member of the Independent party, ran for the Prince Albert, Saskatchewan seat in the House of Commons. He was defeated by Premier William Lyon Mackenzie King. The election was not without controversy:

"You, my constituents, are to decide whether the Prince Albert seat in the House of Commons is a chattel to be passed from hand to hand at the whim of a chosen few, or whether the electors themselves are to have a voice as to who shall represent them at Ottawa. You are to decide whether the ballot is to be loaded so that the Liberal candidate is presented on the ballot with all his rank and title while the Independent candidate is robbed of the Military Cross which he won in France."    For conspicuous gallantry and devotion to duty in aerial fighting and on photography. As observer he has taken a large number of very successful photographs in spite of bad weather and continual opposition from the enemy. On four occasions, at least, he has assisted his pilot to drive down and destroy hostile aircraft.
