The son of British parents, George William Bulmer was born in the United States. By 1910, his family was living in Toronto, Ontario, Canada where George trained as an accountant before joining the Royal Flying Corps at Ottawa in April 1917. He was commissioned a Flying Officer on 24 December 1917 and served as a Bristol Fighter pilot with 22 Squadron from 24 December 1917 to 20 August 1918. He and his observers scored nine victories in the spring and summer of 1918. Bulmer was then posted to Home Establishment and left the Royal Air Force in 1919. Post-war, he returned to Toronto and worked as an accountant before returning to Dixon, Illinois in 1925. He later lived in Chicago, Illinois.
